Most Clearwater buildings set a minimum impact-insulation rating for hard surfaces above the ground floor and name the underlayment that achieves it; some prohibit hard flooring upstairs altogether. We read your building's rules first and specify to them, which is why we have not had a floor turned away at the loading door.
In single-family houses the questions are the familiar Pinellas ones — slab moisture, flatness for large-format tile, and whether there is terrazzo worth restoring under the carpet in the older Skycrest and Del Oro Groves ranches.

It means the assembly — floor, underlayment and subfloor together — has to reach a minimum impact-insulation figure, and the association will usually want the product data showing it. We select an underlayment that meets your building's number and give you the documentation for the approval packet, so it is one less thing you are chasing.
Both work; the difference is underfoot and in the preparation. Rigid-core LVP is fully waterproof, quieter, warmer and more forgiving of a slab that is not perfectly flat. Porcelain tile is harder-wearing and cooler, and needs the slab properly prepared first. On the coast we tend to recommend LVP for condominiums and tile for ground-floor houses.
